Strengthening the Foundation: MoEYS and World Bank Refine Mathematics & Literacy Strategies
PHNOM PENH, March 3, 2026 — Technical experts from the Primary Education Department (PED) and a delegation from the World Bank, led by economist Mrs. Marla Spivak, convened for a critical strategy session. The meeting, which combined 14 in-person participants with 11 remote experts via Zoom, focused on the continuous improvement of the Basic Education Improvement Project (BEIP).
Optimizing the “Power Package” and Mathematics
The discussion centered on making the implementation of literacy (Power Package) and numeracy programs more efficient through expert advisory and field support.
Key Discussion Pillars:
- Professional Advisor Selection: Establishing rigorous procedures to identify and recruit the most capable academic advisors to guide school districts.
- The Role of Talent Advisors: Clearly defining how specialized “Talent Advisors” will provide direct, on-the-ground support to classroom teachers to ensure high-quality instruction.
- Cross-Departmental Synergy: Collecting technical inputs from various expertise departments to streamline the delivery of math and literacy materials to target schools.
Why the “Talent Advisor” Model Works
From our perspective at Schools Cambodia, the shift toward utilizing Talent Advisors represents a major leap in educational quality control.
- Tailored Support: Unlike general training, Talent Advisors work closely with teachers to solve specific classroom challenges in real-time.
- Efficiency in Maths: By refining the Mathematics package, the BEIP ensures that Cambodian students develop the logical reasoning skills necessary for a digital economy.
- Data-Driven Inputs: Incorporating feedback from relevant expertise departments ensures that the “Power Package” remains relevant to the evolving needs of the Cambodian curriculum.
We applaud the Primary Education Department and the World Bank for their data-driven approach to primary schooling. When we invest in better procedures and expert advice for our teachers, the ultimate winners are the millions of children entering the Cambodian school system.
