H.E. Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, led a strategic meeting this morning to refine the mechanisms for certifying foreign degrees.

The Ministry aims to increase public confidence by ensuring that every degree recognized in the Kingdom is authentic and meets the rigorous standards of global accreditation.

The Digital Shift: Making Certification Easier

To modernize the experience for applicants, the Ministry has fully transitioned to a digital application system. This shift has resulted in several key benefits for degree holders:

  • Digital Applications: Applicants can download forms via QR Code and submit their documents as PDF files via Telegram.
  • Zero Travel Requirements: There is no longer a need to travel to the Ministry’s administrative office for the initial application.
  • Cost Effective: No need for physical photocopies; only high-quality scans of original documents are required.
  • 24/7 Accessibility: The Department of Higher Education Management is available via digital platforms for inquiries at any time.

How the Verification Process Works

The Ministry employs a strict three-step verification process to protect the integrity of the Cambodian education system:

  1. Institution Validation: Experts check the official websites and accreditation councils of the degree-issuing country to ensure the university is legally recognized.
  2. Document Authenticity: Officials verify that the applicant’s specific degree (Bachelor’s, Master’s, or PhD) is genuine and correctly issued.
  3. Reference Verification: Before a certificate of equivalence is signed, the applicant’s references are thoroughly checked to prevent the recognition of fraudulent “diploma mills.”
