Empowering Educators: RUPP Hosts Graduation for Management and Teacher Development Programs

PHNOM PENH, February 21, 2026 — In a prestigious ceremony reflecting the national commitment to human capital development, the Royal University of Phnom Penh (RUPP) celebrated the graduation of educators and administrators from its specialized Management and Teacher Development Programs.

The event was presided over by H.E. Dr. San Vatna, Secretary of State of the Ministry of Education, Youth and Sport (MoEYS), representing H.E. Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of MoEYS.

A Focus on Institutional Leadership

The graduation ceremony honored members of school boards and teaching staff who completed advanced certifications designed to modernize Cambodia’s public and private school systems. The certificates awarded included:

  • Higher Bachelor’s Degrees: Focused on advanced pedagogical research and senior educational leadership.
  • Bachelor’s Degrees: Strengthening the core competencies of primary and secondary educators.
  • Primary Certificates: Specialized training for foundational education and school-based management.

Strengthening the Quality of Education

The presence of ministerial leadership and international development partners underscored the importance of these programs in achieving Cambodia’s “Education 2030” goals. By focusing on Management and Teacher Development, RUPP and MoEYS are addressing several critical areas:

  • School-Based Management (SBM): Equipping school boards with the skills to manage budgets, personnel, and infrastructure independently and transparently.
  • Professional Standards for Teachers: Ensuring that teachers are not only subject matter experts but also masters of student-centered learning methodologies.
  • Data-Driven Leadership: Using modern assessment tools to track student progress and improve school performance.

A Collaborative Success

The ceremony brought together a diverse group of stakeholders, including the Board of Directors of RUPP, professors, and representatives from national and international development partners.
