Empowering the Digital Generation: MoEYS and Smart Axiata Celebrate Digital Literacy Winners
PHNOM PENH, February 27, 2026 — The administrative halls of the Ministry of Education were filled with the energy of the future as H.E. Vong Phirun, Deputy Secretary of MoEYS, presided over the culmination ceremony of the Digital Literacy Program. The event celebrated the remarkable achievements of 50 student winners—including 20 talented girls—who have mastered the art of navigating the digital world with skill and responsibility.
A Growing National Movement
Launched in 2019, this program has evolved from a pilot project into a nationwide pillar of youth development. To date, the program has reached 7,311 youth, with a strong focus on gender parity (4,151 participants are women). In 2025, the program successfully expanded into Kampong Speu, Stung Treng, Kampot, and Banteay Meanchey.
The program equips students with a multifaceted toolkit:
- Digital Citizenship: Learning to use social platforms safely, ethically, and responsibly.
- Content Creation: Mastering the “behind-the-scenes” skills of story writing, filming, and professional editing techniques.
- Peer-to-Peer Training: Empowering students to become educators themselves, sharing their knowledge with their local communities and classmates.
The Power of Public-Private Partnership
From our perspective at Schools Cambodia, the success of this initiative is a direct result of the long-standing collaboration between MoEYS, the Ministry of Post and Telecommunications, and Smart Axiata. This partnership reflects a joint vision:

- Bridging the Urban-Rural Divide: Ensuring that students in provinces like Stung Treng have the same technological opportunities as those in the capital.
