Strategic Reshuffle: MoEYS Redefines Leadership Roles to Accelerate Education Reform
PHNOM PENH, February 27, 2026 — In a major move to modernize the nation’s educational governance, H.E. Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sports, chaired a high-level meeting to discuss draft amendments for the reorganization of Ministry leadership responsibilities.
The session focused on moving beyond post-conflict task structures toward a highly efficient, specialized, and synchronized management mechanism designed for a modern Cambodia.
The New Structure: Efficiency and Specialization
The Deputy Prime Minister outlined a vision for a Ministry that operates with “high confidence and professionalism.” The reorganization addresses several critical areas:
- Clarifying Responsibilities: Eliminating overlapping tasks among leadership to ensure smoother operations and faster decision-making.
- Capacity Building: A mandate to prioritize the training of officers to ensure they possess “genuine specialist skills” necessary for high-level institutional management.
- Global Standards: Aligning Cambodia’s educational reforms with regional and international benchmarks to ensure our students remain competitive.

From our perspective at Schools Cambodia, one of the most vital takeaways from this meeting was the Minister’s focus on Inclusive Education during difficult times. Despite regional challenges, the Ministry’s commitment remains clear:
- Support for Border Schools: Providing technical and financial resources to teachers and staff affected by border conflicts.
- Temporary Classrooms: Ensuring that support activities for temporary learning spaces continue without interruption.
- The “No One Left Behind” Policy: A firm directive that quality, equitable, and environmentally friendly education must reach every child, regardless of their circumstances.
