Israel-Cambodia Tech Partnership: MoEYS Meets CICC to Reskill Cambodian Youth
PHNOM PENH, February 16, 2026 — In a major move to accelerate Cambodia’s digital transformation, H.E. Dr. Hang Chuon Naron, Deputy Prime Minister, hosted a courtesy meeting with a delegation from the Israel Chamber of Commerce (CICC) led by its President, Mr. Moran Hadad.
The discussion focused on a visionary plan to inject Israeli technological expertise and innovation into Cambodian higher education through structured institutional partnerships.
Strategic Goals of the CICC Partnership
The Israel Chamber of Commerce aims to serve as a bridge for technology transfer, focusing on several key pillars to develop Cambodia’s human resources:
- Structured Institutional Partnerships: Creating formal collaborations between prestigious Israeli and Cambodian universities.
- Technology & Innovation Training: Organizing specialized programs to bring Israel’s world-leading technology skills directly to Cambodian students.
- Skill-Shifting for the Digital Age: Focusing on “changing skills” to ensure Cambodian youth are prepared for a competitive, tech-driven global market.
- Capacity Building: Strengthening the foundational knowledge and research capabilities of local higher education institutions.

In response to the initiative, H.E. Dr. Deputy Prime Minister welcomed the opportunity to explore a mutual working culture. The Ministry plans to review possibilities for comprehensive cooperation that includes:
